Malibu's First MayorEdgar Rice Burroughs, who created the Tarzan books, bought a home at 90 Malibu La Costa Beach, one of the first there. In 1933 he was elected honorary "Mayor of Malibu Beach." This title had no legal basis, but ERB has to be considered the first. Mayors of MalibuThe City of Malibu is a general law city and operates under the Council-Manager form of government. The five member City Council is elected at-large to serve four year terms. The Mayor's office is rotated annually among all Councilmembers. The Malibu cityhood election in June 1990 also selected the first Malibu City Council, individuals who had been active in the Malibu cityhood movement.
